Authorizes the Board of Land and Natural Resources to issue a non-exclusive easement for up to 25 years covering state submerged lands at Kaneohe, Oahu (Tax Map Key (1) 4-5-047:051) for an existing boat ramp and concrete wall.

Easement covers 319 square feet of encroaching structures that were constructed seaward of the private property boundary without prior authorization and have existed since at least 1967.

Grantee James Michael Elhoff, Trustee of the Michael Elhoff Living Trust, must pay the state fair market value for the non-exclusive easement as determined by independent appraisal and a monthly rental amount of $65.

Grantee previously deposited $34,012 with the state as a removal bond to insure against removal costs if the Legislature and Governor did not approve the easement.

Requires prior approval of the Governor and prior authorization of the Legislature by concurrent resolution pursuant to Hawaii Revised Statutes section 171-53.
