Encourages developers to incorporate net zero water building strategies when constructing and renovating housing projects in Hawaii.

Defines net zero water housing as projects designed to minimize total water consumption, maximize alternative water sources, and minimize wastewater discharge by returning water to original water sources such as aquifers.

Net zero water strategies include using water-efficient technologies, producing alternative water sources, treating and reusing wastewater on-site, and implementing green infrastructure that infiltrates stormwater.

Aims to reduce impacts on aquifers and water reclamation infrastructure, decrease pollution runoff, and conserve more water resources in the State.

Directs certified copies be transmitted to the Governor, Executive Director of the Hawaii Housing Finance and Development Corporation, and Executive Director of the Hawaii Public Housing Authority.
