Department of Land and Natural Resources is requested to convene a Makua Valley Task Force to prepare for the transition of management of the Makua Military Reservation from the U.S. Army to the State when General Lease No. S-3848 expires in 2029.

Task force membership includes the BLNR Chairperson, an Office of Hawaiian Affairs Board of Trustees member, one House member, one Senate member, and one Aha Moku Advisory Committee member, plus invited representatives from evicted families, three non-profit organizations with Makua expertise, native Hawaiian organizations, and the U.S. Army Pacific command.

Task force is requested to negotiate with the U.S. Army regarding expedited return of the reservation, cleanup of unexploded ordnance, and expansion of cultural access opportunities.

State shall hold transferred lands in trust as part of the public land trust and transfer management and control to a sovereign native Hawaiian entity upon its recognition by the U.S. and the State.

Task force must submit findings and recommendations to the Legislature by 20 days before the 2025 Regular Session and shall cease to exist six months after August 16, 2029.
