Request the Department of Transportation construct a westbound zipper lane on the H-1 freeway for weekday use between 3:00 p.m. and 6:00 p.m.

Address afternoon traffic congestion heading westbound on the H-1 freeway caused by population increases exceeding 30 percent in West Oahu neighborhoods (Makakilo, Kapolei, and Ewa) between 2010 and 2020.

Complement existing traffic management efforts including the Skyline rail system and an eastbound barrier-separated high occupancy vehicle zipper lane operating weekdays from 5:30 a.m. to 9:00 a.m.

Transmit a certified copy of the resolution to the Director of Transportation.
