Urges the Department of Health to convene and lead an informal working group to discuss management of clean and sober homes and collaborate with counties and other regulators to ensure compliance with county regulations without discriminatory restrictions.

Working group should include input from the Hawaii Paroling Authority, Judiciary's Adult Client Services Branch, Department of the Attorney General, and others as determined by the Director of Health.

Working group should discuss Federal Fair Housing Act and Americans with Disabilities Act protections, coordination between state and county agencies to resolve complaints, public education efforts, registry expansion, and accountability processes aligned between state and county governments.

Requires transmission of certified copies of the resolution to the Director of Health, Director of Public Safety, Hawaii Paroling Authority Administrator, Hawaii Supreme Court Chief Justice, Attorney General, and all four county mayors.

Establishes background on Act 193 (2014), which created a voluntary registry for clean and sober homes providing housing for individuals in substance use recovery, incorporating National Alliance for Recovery Residences standards.
