Urges the City and County of Honolulu to amend the Revised Ordinances of Honolulu to create a safe parking pilot program as proposed by the Honolulu Youth Commission.

Authorizes individuals experiencing homelessness to sleep in their vehicles between 10:00 p.m. and 6:00 a.m. in designated city parking lots.

Addresses current state law that prohibits vehicle habitation on public property between 6:00 p.m. and 6:00 a.m., which restricts homeless individuals' access to shelter.

Notes that Native Hawaiians and Pacific Islanders experience the highest rates of homelessness in Hawaii and that existing shelters are not always viable due to capacity, location, safety concerns, pet restrictions, or curfews.

Directs transmission of certified copies to the Mayor of the City and County of Honolulu and all members of the Honolulu City Council.
