Authorizes cancellation of Governor's Executive Order No. 3006 (issued 1980) and replacement with a new executive order covering 19.289 acres for the Wailuku-Kahului Wastewater Reclamation Facility in Kahului, Maui (original 18.755 acres plus additional 0.534 acres).

Transfers the executive order from County of Maui Department of Public Works to the Department of Environmental Management to reflect current operational responsibility for the sewage treatment plant.

Authorizes issuance of a perpetual, non-exclusive easement (approximately 8,666 square feet) to the County of Maui Department of Environmental Management for wastewater force main purposes on Tax Map Key (2) 3-8-001: portion of 119.

Action addresses a shoreline certification requirement triggered during 2014 permitting for shoreline protection improvements and corrects an oversight where a 0.534-acre revetment area (constructed by U.S. Army Corps of Engineers in 1979) extended beyond the original executive order boundary.

Board of Land and Natural Resources approved this action on January 8, 2021 (PSF No. 12MD-139) and requires legislative authorization pursuant to Hawaii Revised Statutes sections 171-11 and 171-95.
