Authorizes the Board of Land and Natural Resources to issue a non-exclusive easement not exceeding 25 years for a seawall on state submerged lands at Maalaea Beach Lots, Waikapu, Wailuku, Maui (Tax Map Key (2) 3-8-014:022).

Permits use, repair, and maintenance of existing improvements on the 1,737 square-foot encroachment area, which was constructed in the early 1950s and has been occupied under a revocable permit since February 2021.

Requires the Board to provide either public shoreline access from the adjacent grass area or install a railing along the seawall top to allow public lateral access to the shoreline as a condition of the easement.

Notes that the grantee (Association of Apartment Owners of Milowai-Maalaea) has paid $63,300 fair market value for the easement and maintains a $432,000 removal bond with Great American Insurance Company.

Acknowledges sea-level rise and coastal erosion concerns in Hawaii while authorizing this case-specific easement pursuant to Hawaii Revised Statutes section 171-53.
