Urges the Office of Planning and Sustainable Development to develop a scope of work or requests for proposals for analyzing whether developments contribute to long-term fiscal sustainability of Hawaii and respective counties.

Directs bidders to develop visual mapping analysis of current development patterns showing estimated value per acre to compare fiscal productivity of various development patterns throughout Hawaii.

Requires bidders to consider methodology estimating ongoing maintenance costs, future infrastructure replacement costs, and annual general service costs (public safety and administrative services) for new developments.

Requests the Office of Planning and Sustainable Development submit a report on the scope of work or RFP development, including findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2025 Regular Session.
