Urges the Department of Human Services, Department of Health, and Judiciary to ensure government service contracts are adequately funded to cover the full operating costs of providing those services

Notes that a recent survey found 91 percent of Hawaii community-based nonprofit organizations with government contracts are resourced below the full operating costs required to provide contracted services

Identifies critical services provided through these contracts, including support for domestic violence victims, housing for foster care and at-risk youth, food for low-income households and elderly, and services for homeless families and individuals

Acknowledges that some community-based organizations have stated they may be forced to eliminate or reduce services due to funding gaps

Requires certified copies of the resolution be transmitted to the Director of Human Services, Director of Health, and Chief Justice of the Hawaii Supreme Court
