• Plan must establish performance measures to evaluate effectiveness, identify potential partnerships, and develop an implementation timeline with consideration for unique community and family approaches to Hawaiian education.

• Department of Education must report the completed plan to the Legislature no later than December 31, 2024.

• Resolution acknowledges Hawaii's constitutional obligation to promote Hawaiian language and culture (Article X, Section 4 and Article XV, Section 4) and the state's prior apology for the 90-year prohibition of Hawaiian language in schools.
