• Urges the Hawaii Community Development Authority to establish a multiagency working group to update maps, tier tables, and inventories of state lands suitable for affordable housing development.

• Working group tasked with updating the 2018 Affordable Rental Housing Report and Ten-Year Plan by prioritizing existing urban lands, examining mixed-use development opportunities on underutilized state-owned parcels, and identifying lands to accommodate 100,000 new housing units.

• Working group membership to include the Director of the Office of Planning and Sustainable Development (as chairperson), Comptroller of the Department of Accounting and General Services, Executive Directors of Hawaii Housing Finance and Development Corporation, Hawaii Public Housing Authority, and Hawaii Community Development Authority, Chairperson of Board of Land and Natural Resources, Executive Director of Land Use Commission, and representatives from each county.

• Working group may recommend additional members with development or redevelopment expertise for chairperson approval.

• Working group required to submit findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the 2025 Regular Session convenes.
