Request the Women's Corrections Implementation Commission to develop a strategy and recommendations to reduce the women incarcerated at the Women's Community Correctional Center by 25 percent by 2029

Commission must work with the Judiciary, Department of Corrections and Rehabilitation, Department of Human Services, Department of Health, Department of Education, Office of the State Public Defender, Hawaii Paroling Authority, county police departments, county prosecuting attorneys, and community-based organizations

Commission must submit an initial report with findings and recommendations to the Legislature by November 1, 2024

Commission must submit subsequent reports to the Legislature no later than twenty days prior to the convening of the Regular Sessions of 2026, 2027, 2028, and 2029

Approximately 86.5 percent of women at the facility have no violent offenses, and the population has increased 950 percent since 1978 when only 19 women were incarcerated there
