Department of Health is requested to conduct a study to identify the number of fraudulent clean and sober homes operating in Hawaii

Study must examine how fraudulent clean and sober homes contribute to the state's homeless crisis

Department must identify operators who take in clients but fail to provide adequate services or services at all while billing insurance providers

Department of Health must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the 2025 Regular Session

A certified copy of the resolution must be transmitted to the Director of Health
