Department of Human Resources Development to conduct a sample survey of for-profit, non-profit, and government organizations in Hawaii that have successfully implemented remote work, hybrid work, or telework arrangements.

Survey to examine best practices for managers and supervisors of remote workers, best practices for measuring productivity in remote or hybrid work environments, and lessons learned from running remote or hybrid work programs in Hawaii.

Department to determine how remote work strategies can be incorporated into existing and vacant state job positions to retain and attract public employees.

University of Hawaii Economic Research Organization to identify areas in the State with lower housing costs and decreased access to good-paying jobs; Hawaii Broadband and Digital Equity Office to analyze broadband infrastructure in these identified areas.

Department of Human Resources Development to submit findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days before the Regular Session of 2025.
