Urges the State Public Charter School Commission to work with the Board of Education, public charter schools, and advocacy organizations including the Hawaii Public Charter Schools Network to develop and adopt administrative rules governing negotiations between the Commission and public charter schools.

Requests the Commission consider providing an appeals process before the Board of Education for addressing complaints regarding the Commission's execution of administrative rules, including those governing negotiations.

Notes that 2024 marks the 25th anniversary of Act 62 (Session Laws of Hawaii 1999), which established charter schools in Hawaii, and argues a more defined negotiation system is overdue.

References concerns raised in media reports and by a Deputy Attorney General that some charter contracts lack clarity on academic performance expectations and may not provide adequate due process before charter revocation.

Requires certified copies of the resolution be transmitted to the Board of Education Chairperson, the State Public Charter School Commission Executive Director, and the Hawaii Public Charter Schools Network Board Chair.
