Requests the Department of Education to conduct a study on implementing later school start times beginning no earlier than 8:30 a.m., in accordance with American Academy of Pediatrics recommendations.

Study must examine impacts on student health and wellness across public elementary, middle, and high schools while maintaining minimum instructional time requirements under Hawaii Revised Statutes section 302A-251.

Requires the Department of Education to consider adjustments to state-provided school bus and meal schedules to align with later start times.

Directs the Department of Education to consult with the Hawaii State Teachers Association regarding any contract bargaining requests related to school start times and include findings in the study.

Department of Education must submit final report with findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the convening of the Regular Session of 2025.
