• Urges the Department of Health to convene and lead an informal working group to discuss management of clean and sober homes and collaboration with counties to ensure compliance with regulations and encourage registration.

• Working group should include representatives from the Hawaii Paroling Authority, Judiciary's Adult Client Services Branch, Department of the Attorney General, and other appropriate parties as determined by the Director of Health.

• Working group must discuss federal Fair Housing Act (FHA) and Americans with Disabilities Act (ADA) protections, coordination between state and county agencies on complaints, public education efforts, registry expansion, and inventory of homes statewide.

• Addresses concerns that unregistered clean and sober homes are overcrowded and poorly managed, resulting in zoning violations, noise complaints, and parking issues in residential communities.

• Directs transmission of certified copies to the Director of Health, Director of Public Safety, Hawaii Paroling Authority Administrator, Chief Justice, Attorney General, and all four county mayors.
