Requests the State Health Planning and Development Agency to convene a Health Information Data Sharing Working Group to develop frameworks and standards for future health information data sharing legislation.

Working group membership includes nine required members: SHPDA Administrator (chair), Director of Health, Chief Information Officer of Office of Enterprise Technology Services, Med-QUEST Division Administrator, Insurance Commissioner, Hawaii Employer-Union Health Benefits Trust Fund Administrator, and representatives from the Senate, House, and Hawaii Health Information Exchange.

Working group shall invite representatives from the Hawaii Association of Health Plans, Hawaii Medical Association, Healthcare Association of Hawaii, and other stakeholders as determined by majority vote.

Working group tasked with developing universal health information data sharing agreements, identifying data to be shared, addressing gaps in health information systems, incorporating social determinants of health data, and ensuring privacy and security standards consistent with federal requirements.

Working group must submit findings and recommendations with proposed legislation to the Legislature no later than twenty days before the 2025 Regular Session convening, and shall dissolve on June 30, 2025.
