Urges the Department of Health, Department of Transportation, and Department of Land and Natural Resources to take action to reduce carbon emissions from airplane travel to and from Hawaii.

Requires these three departments to develop legislative proposals to address aviation emissions, either jointly or independently, and submit them to the Legislature and Governor no later than 40 days before the 2025 Regular Session convenes.

Requests the departments consult current published scientific research when taking action and developing proposals, citing research showing round-trip flights to Hawaii generate 1.8 tons of carbon emissions per person.

References findings that all global flights to or from Hawaii total 6.3 million tons of carbon annually, with some estimates reaching 24.6 million tons when accounting for water vapor, particulates, and nitrogen oxides.
