Requests the Legislative Reference Bureau to conduct a study on best practices for nurse staffing in health care facilities to address persistent staffing shortages exacerbated by the COVID-19 pandemic.

Study shall assess existing nursing staffing standards and regulations in other states.

Study shall include a literature review of best practices for staffing and workforce development, along with successful efforts in other states to address nursing workforce shortages.

Legislative Reference Bureau must submit findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2025.

Resolution cites research showing that improved staff-to-patient ratios improve patient safety and outcomes, and that better labor standards can increase recruitment and retention of health care professionals.
