Urges the Department of Education to staff all school libraries and school library media centers with licensed school librarians and licensed school library media specialists.

Directs the Department of Education to ensure each school library has equitable access to organized and cataloged resources for all students.

Requires school libraries to maintain a collection development plan that includes materials selection and deselection procedures, challenged materials procedures, and intellectual and academic freedom statements.

Mandates that school libraries be housed in central locations with technology and internet access to support expanded learning and diverse student interests.

References over 60 education and library research studies demonstrating that strong school library programs staffed by licensed librarians improve student academic achievement.
