• Requests the Board of Education and Department of Education to develop a plan for implementing school counselor best practices based on American School Counselor Association (ASCA) standards.

• Requires the plan to address staffing at least one full-time, twelve-month school counselor at every public high school, meeting ASCA's recommended 200-to-1 student-to-counselor ratio.

• Directs the plan to align school counselor roles and job descriptions with ASCA standards, emphasizing support for students' postsecondary access and career readiness.

• Requires recommendations for providing school counselors with necessary resources and training, and for reducing non-counseling administrative tasks to enable 80 percent of counselor time on direct and indirect student services.

• Mandates submission of the plan, including any proposed legislation, to the Legislature no later than twenty days before the 2025 Regular Session convenes.
