Requests the State Auditor to conduct an audit of the Department of Education's statewide backlog of capital improvement repair and maintenance projects, which is estimated at more than $1,400,000,000 with over 4,600 projects needed.

Directs the audit to examine the Department of Education's processes for identifying and prioritizing repair and maintenance issues, and the Facilities and Maintenance Branch's project initiation and management procedures.

Requires the audit to review the Department's procurement practices and how timely procurement could prevent appropriated funds from lapsing.

Mandates the audit examine contracts for projects with proposed fund lapses on June 30, 2024, including factors leading to those lapse proposals.

Requires the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2025 Regular Session convenes.
