Request the Department of Business, Economic Development, and Tourism to propose legislation establishing tax credits for firm renewable electricity generation to support Hawaii's 100% Renewable Portfolio Standard goal by 2045.

Direct the department to consider tax credits that incentivize commercial development of firm renewable energy projects outside of traditional solar energy technologies.

Require the proposed legislation to incentivize commercial renewable energy developers to bid and build firm renewable energy projects within the state.

Require the Department of Business, Economic Development, and Tourism to submit proposed legislation to the Legislature 60 days prior to the convening of the Regular Session of 2025.
