Urges the Department of Education to create a subsection of social-emotional learning standards for grades K-12 within its current health education standards.

Notes that the Department of Education currently has no set social-emotional learning standards despite acknowledging that social-emotional learning is integral to education and human development.

References Fall 2023 Panorama Student Survey data showing varied results across seven skill areas (self-management, social awareness, sense of belonging, growth mindset, grit, self-efficacy, and emotional regulation), with elementary students showing 24 percent higher sense of belonging scores than secondary students.

Indicates that scores for both elementary and secondary students have not improved from 2021 to 2023 across available survey data.

Directs certified copies of the resolution be transmitted to the Chairperson of the Board of Education and the Superintendent of Education.
