Office of the Administrative Director of the Courts must collect and compile data on fees, court costs, fines, and restitution assessed in cases against minors for the last five years

Data must include total and annual average amounts that are assessed, collected, waived, and outstanding in minor cases

Data must include descriptions of each fee, court cost, and fine that can be assessed in cases against minors by circuit, family, and district courts in each judicial district, along with respective amounts

Office must submit findings and recommendations report to the Legislature no later than twenty days before the 2025 Regular Session convenes

Resolution cites concerns that charging youth harms young people and families, disproportionately affects Native Hawaiian, Pacific Islander, and Black youth, does not enhance public safety, and costs more to collect than jurisdictions receive in revenue
