Department of Agriculture requested to establish a Sustainable Food Systems Working Group to develop an interagency food systems plan addressing Hawaii's food security and 85% food import dependency.

Working Group co-chairs to be the Chairperson of the Board of Agriculture and Director of Business, Economic Development, and Tourism, with one House and one Senate member selecting seven additional members representing food as human right, social equity, resilience, sustainability, circular economy, workforce development, and governance.

Interagency food systems plan must be linked to United Nations sustainable development goals, identify a governance structure, include implementation plan, and address food access, equity, resilience, sustainability, circular economy principles, workforce development, and governance.

Plan must incorporate any existing county food access plans and be submitted to the Legislature no later than twenty days before the 2025 Regular Session convenes.

Department of Agriculture to provide administrative support; Working Group to be dissolved on June 30, 2025.
