Request the Hawaii State Energy Office to convene a Renewable Liquid Fuels Working Group to study local production, development, and incentives for renewable liquid fuels including renewable diesel, naphtha, and sustainable aviation fuels.

Working group composition includes one Senate member, one House member, and representatives from the Boards of Agriculture and Land and Natural Resources, Department of Transportation, Chief Energy Officer, and University of Hawaii President.

Working group to invite participation from Hawaii Farm Bureau, Airlines for America, Hawaiian Electric, Hawaii Gas, Kauai Island Utility Cooperative, Airlines Committee of Hawaii, feedstock and fuel producers, environmental nonprofits, fuel distributors, and other stakeholders.

Working group must evaluate existing and potential new tax incentives, identify suitable feedstock and production technologies, facilitate local production of renewable liquid fuels, and evaluate adoption of a clean fuel standard.

Working group required to meet at least twice per year and submit findings and recommendations to the Governor and Legislature no later than 20 days before the 2025 Regular Session.
