Authorizes the Board of Land and Natural Resources to issue a non-exclusive easement not to exceed 25 years to HTH DH Ventures, LLC for state submerged lands at Tax Map Key (1)3-1-039: seaward of 065 in Waikiki, Honolulu, Oahu.

Permits construction, use, repair, and maintenance of concrete steps on the state submerged lands in the same location and footprint as previously existing steps removed in 2021.

Requires the grantee to pay fair market value for the easement as determined by independent appraisal and subject to approval by the Board of Land and Natural Resources Chairperson.

Establishes encroachment area of 26.5 square feet, subject to review and approval by the Department of Accounting and General Services' Survey Division.

References rising sea levels and coastal flooding concerns as context, noting that moderate coastal flooding is projected to occur more than ten times as often by 2050 and Hawaii sea levels are expected to rise six to eight inches by mid-century.
