Request the City and County of Honolulu to establish a task force to examine permitted events in urban Honolulu, which grant over one hundred permits annually for events like parades and marathons.

Task force to study frequency and timing of permitted events, community impacts, solutions for resident and emergency service access during road closures, the permitting process, and road closure management procedures.

Task force composition includes the Director of Transportation, Director of Planning and Permitting, Director of Transportation Services, and Chief of Honolulu Police Department, or their designees.

Task force to invite representatives from event-hosting entities, Ala Moana Regional Park event hosts, and residents from Waikiki, Ala Moana, and urban Honolulu appointed by specified legislators.

Task force must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2025 Regular Session convenes.
