Requests the State Auditor to conduct an impact assessment report on prohibiting step therapy requirements in health insurance policies covering treatment of stage two through stage five cancer, as proposed by Senate Bill No. 2316.

Requires the assessment to include analysis of how federal Patient Protection and Affordable Care Act (PPACA) section 1311(d)(3) affects the proposed legislation, including costs of benefits beyond essential health benefits.

Directs the Auditor to determine the number of qualified health plans available in Hawaii, enrollment numbers, and actuarial costs of prohibiting step therapy requirements for cancer treatment coverage.

Mandates the Auditor submit findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2025.

Requires certified copies to be transmitted to the Auditor and Insurance Commissioner, with the Commissioner directed to share copies to all health insurers in the State.
