Urges each county in Hawaii to establish an emergency zoning code allowing temporary shelters such as trailers, recreational vehicles, and prefab housing immediately following a disaster.

Response to August 2023 Maui wildfires that damaged 3,631 properties, primarily rental housing and low-income homes, exacerbating Hawaii's existing housing crisis.

Notes that private individuals have already set up temporary housing on private and agricultural lands without formal emergency zoning codes in place.

Directs certified copies be sent to all four county mayors and members of each county council in Hawaii County, Honolulu, Kauai, and Maui.

Emphasizes that disasters can occur anywhere and the state must prepare emergency response tools to ensure residents have safe housing during crises.
