Department of Health is requested to consider including an analysis of Scope 1, 2, and 3 greenhouse gas emissions in its work to track emissions pursuant to Hawaii Revised Statutes section 342B-71.

Scope 1 emissions are direct emissions from sources owned or controlled by the reporting entity; Scope 2 emissions are indirect emissions from purchased electricity, heat, or steam; Scope 3 emissions are indirect emissions along the value chain such as travel and consumer activity.

Department of Health is requested to include the greenhouse gas emissions analysis in its next greenhouse gas emissions inventory report, if the analysis is included in its tracking work.

Resolution recognizes comprehensive greenhouse gas emissions reporting as essential for understanding carbon emission sources and trends to inform effective climate mitigation strategies and support Hawaii's net-zero goals.

Certified copies of the resolution shall be transmitted to the Governor, Lieutenant Governor, Director of Health, and Director of the Hawaii State Energy Office.
