Requests the Board of Education to adopt a policy authorizing students to declare and use preferred names in Department of Education records where legal names are not required by law.

Requires the Department to update all student records to include preferred names upon request, including email addresses, identification cards, class rosters, diplomas, and certificates of course completion.

Prohibits the Department from charging any fees for correcting, updating, or reissuing documents or records based on a preferred name declaration.

Cites a 2018 study in the Journal of Adolescent Health finding that use of transgender youths' preferred names in multiple contexts is associated with lower rates of depression, suicidal ideation, and suicidal behavior.

Directs the Legislature to transmit certified copies of the resolution to the Chairperson of the Board of Education and Superintendent of Education.
