Requests the county councils of Honolulu, Maui, and Kauai pass ordinances similar to the County of Hawaii's Bill 82 (2023-2024) to authorize improvements to private roads.

Addresses the issue that many private, nondedicated, and non-surrendered roads throughout Hawaii are used by the general public but owners often lack resources to maintain them.

Notes that Hawaii Revised Statutes section 265A-1 already grants counties the power by ordinance to improve, grade, repair, or construct work on private streets.

Directs that certified copies of the resolution be transmitted to all members of the Honolulu City Council, Maui County Council, and Kauai County Council.
