Requests the State Auditor to conduct a performance audit of the Department of Land and Natural Resources' Division of Boating and Ocean Recreation regarding its operations and management.

Directs the audit to examine whether the Division uses government resources in compliance with statutes, rules, and policies, and whether its activities achieve objectives effectively, efficiently, economically, ethically, and equitably.

Cites recurring concerns from community members about the Division's communication with the boating community, inconsistent enforcement of administrative rules, employee misconduct complaints, and ethics violations.

References a prior 2001 audit (Report No. 01-09) that found mismanagement of state boating facilities was a recurring problem.

Requires the Auditor to submit findings and recommendations to the Legislature no later than twenty days before the convening of the 2025 Regular Session.
