Hawaii Climate Change Mitigation and Adaption Commission, in collaboration with the Department of Transportation, shall develop vehicle miles traveled (VMT) reduction strategies to decrease transportation-related emissions and meet state greenhouse gas reduction goals.

Commission must recommend a statewide VMT reduction target and establish benchmarks to evaluate progress toward that target.

Commission must identify state and county agencies to collaborate on implementing VMT reduction policies, strategies, and programs.

Commission shall submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than 40 days prior to the convening of the 2025 Regular Session.

Vehicle miles traveled have increased nearly 40 percent over the past 25 years and are projected to continue increasing without intervention.
