Requests the State Auditor to assess the social and financial effects of mandating health insurance coverage for medically necessary biomarker testing for diagnosis, treatment, management, and monitoring of diseases or conditions when supported by medical and scientific evidence.

Biomarker testing is defined as analysis of patient tissue, blood, or other biospecimen to identify genes, proteins, and other substances that inform treatment decisions and enable personalized, targeted medical care.

Assessment is required under Hawaii Revised Statutes sections 23-51 and 23-52, which mandate legislative review of health insurance coverage mandates before they can be considered.

Auditor must submit report of findings and recommendations to the Legislature no later than twenty days before the 2025 Regular Session convenes.

Directs certified copies of the resolution to be transmitted to the Auditor, Director of Commerce and Consumer Affairs, and Insurance Commissioner.
