Urges U.S. Congress to call a constitutional convention under Article V limited to proposing amendments imposing fiscal restraints on the federal government, limiting federal power and jurisdiction, and limiting terms of office for federal officials and Congress members.

Specifies that Congress has only ministerial duty to call the convention upon receiving applications from two-thirds of state legislatures for substantially the same purpose, with no power to set convention rules or delegate selection.

Establishes that state legislatures retain exclusive power to name their delegates and that voting at the convention shall be on a one-state, one-vote basis.

Prohibits the convention from considering any amendments that would amend, modify, or repeal provisions of the Bill of Rights, rendering the application void if violated.

Requires transmission of certified copies to the U.S. Senate and House leadership, Hawaii's congressional delegation, and presiding officers of all other state legislatures.
