Urges the Department of Agriculture to support efforts to improve the Aquaculture Development Program strategic plan and adopt recommendations from a February 2024 Hatch Innovation Services report.

Identifies Hawaii's competitive advantages in aquaculture including favorable climate with natural biosecurity, access to varied water temperatures supporting diverse species farming, restorative aquaculture at Native Hawaiian fishponds, and strong aquaculture research infrastructure.

Acknowledges the Department of Agriculture's existing ten-year strategic plan designed to increase aquaculture food production, support restorative aquaculture initiatives, and create socioeconomic benefits for the state.

Notes that Hawaii's established aquaculture sector needs to attract more industry players, entrepreneurs, and investors to stimulate commercial activity and fulfill the sector's full potential.

Directs transmission of a certified copy of the resolution to the Chairperson of the Board of Agriculture.
