Notes that well water systems dependent on electricity would be unavailable during blackouts, creating a critical vulnerability for residents.

Recognizes Dale Yoshida's expertise in off-grid water solutions including Watergen devices and his "Water for Life Project" as potential assets for emergency preparedness and infrastructure resilience.

Directs certified copies of the resolution be transmitted to the Manager and Chief Engineer of the Board of Water Supply and the Mayor of the City and County of Honolulu.
