Urges the Department of Transportation Services of the City and County of Honolulu to work with the Honolulu Police Department to increase enforcement against illegal electric bicycles and dirt bike motorcycles on sidewalks and public roadways.

Requests the Department of Transportation Services to create and implement a public education and media outreach program to teach riders of all ages about safe riding practices and traffic law compliance for electric bicycles and dirt bikes.

Requires the Department of Transportation Services to submit a progress report on the public education and outreach program implementation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2025.

Addresses concerns that illegally modified electric bicycles can reach speeds of thirty miles per hour and pose serious injury risks to pedestrians, and that unlicensed minors operating dirt bikes have been reported driving recklessly on public roadways and in parks.

Directs transmission of certified copies of the resolution to the Transportation Director, Mayor, Honolulu City Council members, Department of Transportation Services Director, and Honolulu Police Chief.
