Requires the Department of Transportation to provide a plan with a completion timeline for an alternative emergency egress route to the Legislature no later than twenty days before the 2025 Regular Session.

Cites Pacific Palisades' vulnerability to natural disasters and its current single access point via Komo Mai Drive, a one-lane winding road, as justification for alternative routes.
