Requests the Department of Business, Economic Development, and Tourism to convene a Sports Wagering Working Group to analyze potential legalization and regulation of online sports wagering in Hawaii.

Working group membership includes the Director of DBEDT, President of the Senate, Speaker of the House, Attorney General, Director of Taxation, Director of Commerce and Consumer Affairs, a law enforcement representative, and two representatives from the Sports Betting Alliance.

Group must estimate revenue potential of a legal online sports wagering market in Hawaii and identify an appropriate regulatory structure based on other states' experiences.

Group must assess consumer protections available for online sports wagering patrons, including responsible gaming measures.

Working group must submit its analysis, findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2026 Regular Session convenes.
