Urges the Department of Law Enforcement to develop and implement a U visa certification policy to protect undocumented immigrant crime victims from deportation when reporting crimes to law enforcement.

Requires an interim report on U visa certification policy development, including any proposed legislation, submitted to the Legislature no later than twenty days before the 2025 Regular Session convenes.

Requires a final report on U visa policy implementation, including any proposed legislation, submitted to the Legislature no later than twenty days before the 2026 Regular Session convenes.

Establishes that U visa certification verifies a qualifying crime occurred and that the victim will assist or has assisted in investigating or prosecuting the crime, allowing temporary nonimmigrant status and work authorization.

Notes that Hawaii currently lacks a U visa certification policy despite federal law and other jurisdictions like California's Orange County already implementing such policies.
