Directs commanders of Joint Base Pearl Harbor-Hickam, U.S. Army Garrison Hawaii, and Marines Corps Base Hawaii to support construction of additional on-base housing to accommodate at least 90 percent of their active duty personnel and dependents by 2030.

Cites Hawaii's housing shortage and homelessness crisis, noting over 42,000 active duty military personnel compete with local residents for limited housing, with approximately 70 percent choosing to live off-base.

Notes that in 2023, monthly basic housing allowances on Oahu ranged from $3,084 to $4,608 for personnel with dependents, allowing military personnel to outbid civilian residents for rental housing.

Requires transmission of this resolution to the U.S. Secretary of Defense, Assistant Secretary of Defense, all Armed Forces Service Secretaries, and Indo-Pacific Command leadership.
