Requests the Governor establish a leadership accelerator program to acknowledge, train, and develop exceptional managers in state government.

Program should include rising leaders with exemplary performance from each state department, recommended by department heads, with total participation capped at 40 participants.

Participant numbers from each department should be roughly proportional to department size, at the Governor's discretion.

Program must hold regularly scheduled leadership training meetings each month and facilitate relationship-building between participants to break down silos and improve inter-departmental communication.

Program must submit findings, recommendations, and any proposed legislation to the Governor, Legislature, and department heads no later than 20 days before each regular legislative session.
