Urges state executive departments to review minimum qualifications and compensation for class specifications prior to requesting job postings through the Department of Human Resources Development.

Requests state departments suggest alternative qualifications that can be used in lieu of existing minimum qualifications, such as accepting work experience in lieu of a degree requirement.

Directs the Department of Human Resources Development to incorporate suggestions from state executive departments into official job postings.

Addresses staffing challenges caused by approximately 4,000 vacant positions in 2022 and anticipated increases as 33% of the state workforce becomes eligible to retire within five years.

Requires certified copies be transmitted to the Comptroller and directors of 16 state departments and agencies including Human Resources Development, Finance, Health, Labor and Industrial Relations, and Transportation.
