Urges the Hawaii Housing Finance and Development Corporation to amend administrative rules to create an additional pathway for housing projects to seek exemptions from state laws and rules.

Proposes new pathway would not require affordability requirements or income restrictions, but would dedicate 100% of units exclusively for qualified residents for the lifetime of the project.

New pathway would be offered in addition to existing requirements that mandate half of all units be available to buyers earning at or below 140% of area median income.

Projects using either pathway must still meet existing criteria including consistency with chapter 201H Hawaii Revised Statutes, health and safety standards, and approval by county legislative bodies and the Land Use Commission.

Directs the Hawaii Housing Finance and Development Corporation Executive Director and Board Chairperson to receive certified copies of this resolution.
